According to the presidential press secretary, Garcia indicated that there is no way out to financial crisis if the arms race goes on, and that it is the responsibility of all nations to stop it.

He also said that up to 400 thousand million dollars is spent annually on military expenditures, and that if the third part was reduced we would have more than 130 thousand million dollars to reforest the world, defend the amazons and fight against poverty.

For the next Summit on the Climate Change that will be held in Copenhagen, the head of state indicated that the motto should be: say no to arms buildup, say yes to environment protection. However, this means that all the nations of the planet should adopt firm decisions on such matter.

The Ibero-American Heads of State and Governments met for two hours today in Estoril, Portugal. Then they signed the Final Declaration and brought the Summit to a close.
